The training emphasizes the importance of the "first 15 minutes," guiding learners on how to establish command, coordinate effectively with multi-agency teams, and implement immediate mitigation strategies. The curriculum also covers essential protocols for safe evacuation and communication to minimize casualties and stabilize the scene.
