Course Overview

Driving a powered industrial truck on a smooth, flat warehouse floor is challenging enough. Now imagine operating a heavy-duty machine on a construction site where the ground is uneven, possibly slippery, and control is far more difficult. This is the world of the Class VII: Rough Terrain Forklift Truck. These rugged vehicles—including Vertical Mast, Variable Reach, and Truck/trailer Mounted types—are specifically designed for use on unimproved natural terrain and disturbed construction sites.

Because of the high-risk combination of heavy loads and unstable surfaces, the federal Occupational Safety and Health Administration (OSHA) mandates specific regulations devoted to the safe operation of these trucks (referenced in 29 CFR 1910.178 and OSHA's eTool for Powered Industrial Trucks).

This comprehensive course will provide the knowledge required to successfully complete your employer's certification process. You'll learn the crucial steps of operator certification, including formal instruction, practical training, and performance evaluation, with a requirement for re-evaluation every three years. We’ll walk through the daily pre-operation inspection—checking everything from fluid levels and hydraulic hoses to safety decals—which is required before every shift for round-the-clock operations.

Most critically, you'll master safe operating practices on uneven terrain. This involves understanding how to maintain a safe stopping speed, slow down for turns, travel in reverse if the load blocks your view, and safely navigate grades. You will also learn the rules for proper load handling, such as securing and centering the load and using the mast tilt correctly to maintain stability and prevent a tip-over. Finally, we will cover the regulations for parking and what steps you must take if you notice a dangerous vehicle condition, such as overheating or fuel leakage, to remove the truck from service immediately.

By mastering these standards and best practices, you can significantly reduce the risk of accidents, injuries, and potentially fatal tip-overs. This training is essential for construction professionals, material handlers, and any operator assigned to use a Class VII forklift in an outdoor or challenging environment.

What are the three basic types of rough terrain forklifts?


OSHA generally describes them as Vertical Mast, Variable Reach (with a telescoping boom), and Truck/trailer Mounted types.


How often is a forklift pre-operation inspection required?


Forklifts must be examined at least once daily before being placed in service. If the vehicle is used around the clock, it must be examined before each shift.


What does OSHA require for operator training and certification?


Operators must be fully trained, evaluated, and certified by a competent instructor, completing formal instruction, practical training, and a performance evaluation.


When must refresher training and re-evaluation be performed?


Refresher training is required if an operator is observed operating unsafely, is involved in an accident or near miss, or is assigned to a different type of truck or different operating conditions.
